Paul Capon, CEO 

Paul Capon has over a decade of experience managing teams and investing in and running companies, including private equity, startups and those in distressed situations. He served in the U.S. Air Force as a captain responsible for 150+ personnel, a convoy commander for over 100 missions in Kabul, Afghanistan, and logistics lead in Kandahar, Afghanistan. Capon joined Capstone in early 2013 and worked in the restructuring industry both company and lender sides, helping recoup lent capital or helping companies secure DIP financing.

 

In early 2015, Mr. Capon founded LunaCap Ventures, a venture debt firm focused on hybrid growth capital investing. As managing partner, he has led and executed over 30 investments. He successfully sold one of his portfolio companies as vice chairman and helped guide it out of distress to its first profitable year and subsequent sale, realizing a fortyfold return in five years. 

 

As the CEO of Wessex Press, a LunaCap Ventures portfolio company, Mr. Capon increased revenue eightfold and led the company to its first profitable year since inception within in his first three years. Most recently, Mr. Capon co-founded and is the CEO of Stellar Alliance, a private equity and venture capital group focused on buying and investing in companies in the aerospace and defense industry. 

 

Mr. Capon is an investor and on the board of New Majority Capital, a fund that teaches and invests in individuals focused on self-funded search acquisitions through LBOs. Capon is also the founder of LunaCap Foundation, a nonprofit that provides scholarships to veterans and Latin Americans attending top-tier business schools.

 

Since inception in 2018, Mr. Capon has personally funded and awarded over 50 scholarships totaling more than $500,000 and raised more than $1.4 million. Capon is also a Founding Director on the United States Air Force Academy Foundation Board.

He holds a B.S. from the U.S. Air Force Academy, and MBAs from Columbia Business School and London Business School.

 

Ted Bowlds, COO

As Chief Operating Officer of Cameo Consulting Group, Ted Bowlds brings unparalleled expertise in government contracting developed through four decades of military and industry leadership.

 

During his distinguished 36-year Air Force career, he commanded the Electronic Systems Center, managing $3B annually in command and control systems acquisitions. As steward of Cameo's Program Management Office, Mr. Bowlds ensures high-quality performance while overseeing the company's 115 professionals across 33 LCATs supporting 25 federal agencies. His leadership of the GSA MAS and SeaPort-NxG contract vehicle provides clients streamlined access to Cameo's comprehensive services.

 

Mr. Bowlds' unique perspective as both a government acquisition authority and industry executive enables Cameo to provide clients with insider knowledge of federal contracting mechanisms. His PhD in Systems Engineering from The George Washington University, combined with his DAU Level III Program Management certification and extensive education in engineering, translates into practical solutions that help partners successfully navigate complex government contracts while maintaining strict compliance with federal regulations.

 

Scott Nicholes, CFO

Scott Nicholes serves as Chief Financial Officer of Cameo Consulting Group, bringing over 25 years of specialized expertise in government contracting financial management across the Aerospace and Defense sector.

 

Mr. Nicholes' distinguished career includes CFO and executive finance roles with industry leaders including GKN Aerospace, IAI North America, Ultra Electronics, and Nammo Talley. This experience directly enhances Cameo's Financial Management & Analysis services, including financial investigations, audits, cost tracking, and compliance with federal financial regulations.

 

Mr. Nicholes' comprehensive understanding of government contracting is exemplified through his extensive experience managing DCAA, DCMA, and DSCA audits, developing compliant financial controls, and optimizing contract pricing strategies. His expertise enables Cameo's clients to navigate complex government requirements with confidence while maintaining budget efficiency.

 

At Cameo, Mr. Nicholes leverages his proven track record in financial modeling, due diligence, and strategic planning to provide clients with invaluable insights into government contracting environments. His MBA and Bachelor's in Accountancy from Arizona State University's W.P. Lance Widner, President

As President of Cameo Consulting Group, Lance Widner leverages his exceptional expertise in government contracting developed through dual careers in finance and military service. 

 

Mr. Widner's eight years as a Supply Corps Officer in the United States Navy Reserve, including his current role as Lieutenant and Expeditionary Logistics Officer at SEAL Team 18, provides him with insider understanding of federal procurement processes. This military experience enhances Cameo's Acquisition and Contract Management services, including market research, procurement planning, and FAR compliance.

 

Mr. Widner champions Cameo's in-house recruiting team and rapid deployment capabilities, ensuring federal clients receive uniquely qualified candidates who drive efficiency and continuity. His distinguished financial career—spanning senior leadership roles at Oppenheimer, First Hawaiian Bank, AXA Equitable, and Merrill Lynch—equips him with comprehensive financial expertise critical to government contract success.

 

His MBA in Finance and Entrepreneurship from IE Business School, BA in Business Administration from Drury University, CFA Charter, and CFP designation further enhance his ability to develop sound strategies that maximize contract opportunities while ensuring compliance with federal regulations, delivering exceptional value to clients across all service areas.

 

Darryl Handberg, Program Manger

Mr. Handberg serves as Program Manager at Cameo Consulting Group, where he manages Cameo's contract portfolio across multiple federal agencies. His strategic leadership approach emphasizes operational excellence, quality control, and technology modernization to deliver exceptional value to government clients. Prior to joining Cameo in 2020, Mr. Handberg served in the United States Air Force as a Contract Specialist, where he managed a $31.5M services contract portfolio and administered over 70 contracts. This military experience provides him with invaluable insights into defense procurement requirements and federal acquisition processes.


Mr. Handberg's specialized expertise encompasses the full spectrum of government contracting, including acquisition planning, solicitation development, technical evaluation coordination, and contract administration. His proficiency in budget management, risk assessment, and stakeholder communication enables Cameo's clients to navigate complex federal procurement requirements with confidence.


Mr. Handberg holds DAWIA Certification as an Acquisition Professional and FAC-COR Contracting Officer Representative designation, complemented by extensive training through the Defense Acquisition University. His military service was distinguished by receipt of the Air Force Achievement Medal for outstanding project management performance. Martha Wuttipawat, Project Coordinator

Martha Wuttipawat serves as the Project Coordinator at Cameo Consulting Group, LLC, where she has been instrumental in shaping workforce strategy and operational excellence since early 2020. In this leadership role, she oversees critical talent lifecycle functions, ensuring seamless integration and transition of personnel while aligning closely with the Program Management Office (PMO) to optimize project delivery. Leslie Campusano, Lead Recruiting Manager

Leslie Campusano is the Lead Recruiter at Cameo Consulting Group with over eight years of experience in full-cycle recruiting and talent acquisition. Leslie specializes in identifying top talent across diverse industries, reducing time-to-hire, increasing the quality of hires, and improving the overall recruitment process. Her background spans in event management, marketing, and government sourcing, giving her a versatile edge in securing top talent. Leslie holds a bachelor’s degree in Business Management and is passionate about creating meaningful experiences and solutions that align with organizational goals.

Donna Grimm, Proposal and Capture Manager

At Cameo Consulting Group, Donna Grimm leads the development of proposals for federal government opportunities, applying strategic insight, efficiency, and best practices to produce compelling, compliant submissions. She plays a key role in helping Cameo win contracts by crafting persuasive proposals that clearly communicate value and align with agency requirements.

 

With over 15 years of experience supporting government, commercial, and institutional clients, Donna has successfully managed and written proposals for contracts ranging from $100,000 to over $1 billion. She brings deep expertise in proposal and capture management, writing and editing, project coordination, and quality assurance—skills she uses to drive results and strengthen a company's competitive positioning.


Throughout her career, she has supported organizations of all sizes, from early-stage companies to international firms, consistently delivering high-quality proposals that secure critical business opportunities.


Donna holds a Master of Business Administration and a Bachelor’s Degree with a double major in English and Economics & Business Administration. She is APMP Foundation Level (CF APMP) certified.
